Screening Process


Each project goes through a comprehensive evaluation process in order to understand its technological and business value, as well as its compliance with the Incubator’s investment strategy. These are the stages towards a project’s approval and acceptance to the Incubator:

Initial Review
Upon receipt of the project’s material - executive summary, presentation, entrepreneur and team’s CV, IP status - we evaluate its preliminary compliance with Targetech's investment strategy. Additional information and documents may be required.

Project's Presentation to Incubator's Team
If conforms to Targetech’s investment strategy, we invite the entrepreneur to present the project to the Incubator’s team to get a better understanding of the venture. During this meeting we put an emphasis on the impression we get of the entrepreneur and the project’s team.

Due Diligence
We examine the Project's compliance with the Incubator’s criteria for project selection. The entrepreneur is first asked to complete a project assessment form, following which the project is analyzed according to its technological innovation, patentability, market needs and business potential, qualified and competent team and ability to reach milestones within the Incubator period and the budget frame. This due diligence is performed by the Incubator’s team and investing partners, along with professionals in the project’s field of expertise.

Incubator's Investment Committee
If the experts offer a positive response and we find that the project complies sufficiently with the Incubator’s investment requirements, we invite the entrepreneurs to present the venture to our investment committee.

Completion of the Agreements and OCS Application Submission
Following approval of the project by the Targetech Investment Committee, we finalize the wording and signature of the Agreements with the entrepreneurs. We then prepare, together with the entrepreneurs, an application for a grant from the Office of the Chief Scientist (OCS).

OCS Approval Process
Upon receiving the application, the OCS appoints an expert examiner for the project. The examiner meets the entrepreneur team and analyzes the venture according to the Incubator’s criteria for project selection: technological innovation, patentability and freedom to operate, market need and business potential, ability to reach milestones within the budget and time frame and the qualifications of the entrepreneur team. After the analysis, the examiner submits a recommendation to the OCS project committee.
